REQUEST FOR PROPOSAL-RFP#14-05 GRANT WRITER SERVICES

Newton County Board of Commissioners is seeking proposals for providing Grant Writing Services on behalf of the county.  The Grant Writer is primarily responsible for developing and writing grant proposals to State and Federal Agencies, foundations, and other grant making organizations.  The Grant Writer will effectively communicate Newton County’s Mission, Strategic Plan, Goals, and Programs to potential grant funding sources.  Grant Writer Services will assemble and submit grant requests, establish and maintain relationships with grant funding sources, conduct research, and maintain a schedule of required submissions and other deadlines.

Responsibilities
Develop and write grant proposals to funding sources, persuasively communicating the County’s mission and programs to potential funders.

Develop professional working relationships with public and private funding contacts and monitors.  Maintain a current roster with contact information, application deadlines, and invoice and report deadlines.  Monitor schedules and calendar to ensure timely submission of letters of inquiry, proposal deadlines, and reports.

Conduct on-going research for grant opportunities; attend funding briefings & meetings as required.

Manage and prioritize projects to keep multiple grant requests moving in a timely manner, meet deadlines and manage additional supplemental material required for proposals.  Maintain quality control over grant submittals.

Provide prompt acknowledgement of grant awards and gifts, and preparation of letters and recognition for the support of major donors and individual contributors.

Work with county staff to develop budgets for grant proposals and applications, and to secure financial reports for grant funding agencies and organization.

Keep Newton County Board of Commissioners informed of grant application and reporting activity, awards and rejections; submit monthly reports of activity.

Qualifications
Strong familiarity with government and foundation contract, grant proposal and reporting processes.  Excellent writing, analytical, and research skills are essential.  The successful candidate will be able to craft funding proposals in a clear and compelling manner.  Must be self motivated, detail oriented, highly organized, and have prior experience using online databases and other sources to locate available grant and other philanthropic opportunities
A high level of computer literacy is required and a solid understanding of budgets as they relate to proposals and grants.  Candidates must possess an ability to work well under pressure, the ability seek and synthesize information and communicate it in a compelling and succinct form.  Candidates must have 3-5 years of successful, relevant grant writing experience and prior experience in writing federal grant applications.

Please provide a detailed list of all proposals written within the last 3 years.  For each proposal provide the funder’s name, the award status (awarded, denied, pending) and whether the grant was written independently or jointly as part of a team.

ADVERTISEMENT FOR BIDS
FOR CONSTRUCTION OF 
PAVILION FOR NELSON HEIGHTS COMMUNITY CENTER
FOR THE NEWTON COUNTY BOARD OF COMMISSIONERS

Separate sealed BIDS for construction of the Nelson Heights Community Center Pavilion will be received by Newton County at the Newton County Administration Building 2nd floor conference room located at 1113 Usher Street, Covington, GA 30014 until 2:00 PM, Local Time on Tuesday, February 11, 2014 and then at said office will be publicly opened and read aloud. The project includes providing all materials and labor for one (1) 20’ x 40’ park pavilion. 
There will be an OPTIONAL on-site pre-bid conference on February 5, 2014 at 2pm at Nelson Heights Community Center located at 7184 Laseter Street, Covington, GA 30014.
           
The CONTRACT DOCUMENTS may be examined at the following location, Newton County Administration Building, 1113 Usher Street, Suite 201, Covington, GA 30014.

All bids must be accompanied by a Bid Bond in an amount not less than ten percent (10%) of the Base Bid.  Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the contract amount, will be required of the successful bidder.  Bonds must be written by an acceptable Surety Company licensed to do business in the State of Georgia and listed in the Department of the Treasury, Circular 570, latest edition.

NOTE:  Contractor and all subcontractors must obtain a business license in Georgia and be fully insured. Contractor must be a Licensed Commercial General Contractor in the State of Georgia.

INSURANCE: Contractor shall maintain the following insurance (a) comprehensive general liability, including blanket contractual, covering bodily injuries with limits of no less than $1,000,000 per occurrence, and property damage with limits of no less than $1,000,000 per occurrence; and (b) commercial automobile liability, including blanket contractual, covering bodily injuries with limits of no less than $1,000,000 per occurrence, and property damage with limits of no less than $1,000,000 per accident (c) statutory worker’s compensation insurance, including $1,000,000 employer’s liability insurance (d) employee dishonesty and/or crimes coverage with respect to personnel of Contractor having access to County buildings, with limits of no less than $50,000 per occurrence.  All insurance shall be provided by an insurer(s) acceptable to the County, and shall provide for thirty (30) days prior notice of cancellation to the County.  Upon request, Contractor shall deliver to the County a certificate or policy of insurance evidencing Contractor’s compliance with this paragraph.  Contractor shall abide by all terms and conditions of the insurance and shall do nothing to impair of invalidate the coverage.

The successful bidder shall secure and pay for all permits, assessments, charges or fees required in connection with the proposed construction. Answers to all questions shall be provided a minimum of 72 hours prior to the time of the bid opening.

Newton County reserves the right to reject any or all bids, including without limitation, the right to reject any and all nonconforming, non-responsive, unbalanced or conditional bids and to reject the bid of any bidder whom Owner believes would not be in the best interest of the Project to make an award to that bidder whether because the bid is not responsive, the bidder is unqualified, or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.

Sealed BIDS for River Cove Road/Alcovy Trestle Road Extension at SR11 will be received by Newton County at the Newton County Administration Building 2nd floor conference room located at 1113 Usher Street, Covington, GA 30014 until 2:00 PM, Local Time on April 17, 2014 and then at said office will be publicly opened and read aloud. The project includes approximately 0.58 miles of grading, roadway widening, asphalt paving and associated work on River Cove Road/Alcovy Trestle Road.

 

The CONTRACT DOCUMENTS may be examined at the following locations:
