NEWTON COUNTY BOARD OF COMMISSIONERS FOR FINANCIAL SOFTWARE PACKAGE


The Newton County Board of Commissioners is seeking firms interested in providing a complete financial software package for addressing but not limited to general ledger, budgeting, accounts payable, banking, project/grant accounting, purchasing, requisitions, fixed assets, inventory, payroll, human resources, applicant tracking, content/document management, ad hoc reporting, and CAFR/GASB reporting.  Services to be provided include software installation, data conversion, integration and interface development, training and ongoing support and maintenance.

Proposals will be accepted at the Newton County Administration Building, Administrative Services, 1113 Usher Street, Suite 201, Covington, GA  30014, until 10:00 am, local time, Tuesday, March 5, 2013.

REQUEST FOR PROPOSAL #13-13

LANDSCAPE MAINTENANCE SERVICES


The Newton County Board of Commissioners is interested in retaining the services of a landscape maintenance provider to conduct landscape maintenance at various County facilities in Newton County, Georgia.  Sealed proposals shall be accepted at the Newton County Administration Building, Administrative Services, 1113 Usher Street, Suite 201, Covington, GA 30014, until 10:00 am, local time, Thursday, April 25, 2013


There shall be a Mandatory Pre-Proposal Conference held at 10:00 am, local time, on Thursday, April 11, 2013 at the above address. 
ALL POTENTIAL PROPOSERS SHALL ATTEND TO SUBMIT A PROPOSAL.


INSURANCE: Contractor shall maintain the following insurance:  (a) Comprehensive General Liability, including Blanket Contractual, covering bodily injuries with limits of no less than $1,000,000 per occurrence, and property damage with limits of no less than $1,000,000 per occurrence; and (b) Commercial Automobile Liability, including Blanket Contractual, covering bodily injuries with limits of no less than $1,000,000 per occurrence, and property damage with limits of no less than $1,000,000 per accident (c) Statutory Worker’s Compensation insurance, including $1,000,000 employer’s liability insurance.  All insurance shall be provided by an insurer(s) acceptable to the County, and shall provide for thirty (30) days prior notice of cancellation to the County.  Upon request, Contractor shall deliver to the County a certificate or policy of insurance evidencing Contractor’s compliance with this paragraph.  Contractor shall abide by all terms and conditions of the insurance and shall do nothing to impair of invalidate the coverage.

RESURFACING PROJECT

Sealed BIDS for 2013 LMIG Resurfacing Project will be received by Newton County at the Newton County Administration Building 2nd floor conference room located at 1113 Usher Street, Covington, GA 30014 until 2:00 PM, Local Time on May 14, 2013 and then at said office will be publicly opened and read aloud. The project includes approximately 7 miles of asphalt patching, surface treatment, full depth reclamation, resurfacing and associated work.  There will be an OPTIONAL pre-bid conference on May 7, 2013 at 2pm at 1113 Usher Street, Covington, GA 30014.
           

The CONTRACT DOCUMENTS may be examined at the following locations:
1.      Newton County Engineering Department, 65 Piper Road, Covington GA 30014
2.      Newton County Administration Building, 1113 Usher Street, Covington, GA 30014

All bids must be accompanied by a Bid Bond in an amount not less than ten percent (10%) of the Base Bid.  Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the contract amount, will be required of the successful bidder.  Bonds must be written by an acceptable Surety Company licensed to do business in the State of Georgia and listed in the Department of the Treasury, Circular 570, latest edition.


NOTE:  Contractor and all subcontractors must obtain a business license in Georgia, be fully insured, and be a Licensed Contractor in the State of Georgia.

Newton County reserves the right to reject any or all bids, including without limitation, the right to reject any and all nonconforming, non-responsive, unbalanced or conditional bids and to reject the bid of any bidder whom Owner believes would not be in the best interest of the Project to make an award to that bidder whether because the bid is not responsive, the bidder is unqualified, or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.

The project includes approximately 0.80 miles of edge widening, asphalt patching, resurfacing and associated work.  There will be an OPTIONAL pre-bid conference on May 7, 2013 at 2pm at 1113 Usher Street, Covington, GA 30014.

Sealed BIDS for the Newton High School Entrance Intersection Improvements will be received by Newton County at the Newton County Administration Building 2nd floor conference room located at 1113 Usher Street, Covington, GA 30014 until 2:00 PM, Local Time on May 28, 2013 and then at said office will be publicly opened and read aloud. The project includes approximately 1,200 LF of improvements on Jack Neely Road and 1,500 LF of improvements on Crowell Road including asphalt patching, resurfacing, widening, grading, storm drainage improvements signage, striping and associated work. There will be an OPTIONAL pre-bid conference on May 21, 2013 at 2pm at 1113 Usher Street, Covington, GA 30014.
