REQUEST FOR QUALIFICATIONS #10-07 ADAPTIVE REUSE OF THE NEWTON COUNTY HISTORIC JAIL BUILDING
Sealed qualifications for the Adaptive Reuse of the Newton County Jail Building Building will be received at the Newton County Board of Commissioners, located at 1124 Clark Street, Covington, Georgia 30014, no later than 10:00 A.M., local time on Tuesday, June 22, 2010.
Pre-Qualification Conference: A Pre-Qualification Conference will not be held. Due to the nature of this project, Prospective submitters must be prequalified, and only Prospective vendors demonstrating past experience with similar projects and meeting all other prequalification criteria will be selected to subsequently submit Proposals during the Proposal Phase.
Project Description: The restoration and rehabilitation of the Newton County Historic Jail building for use as a history center and public meeting space. This project is funded by the 2005 SPLOST.
Evaluation Criteria: All Statements of Qualifications will be evaluated in terms of qualifications of firm and similar relevant experience, project approach, quality of work, qualifications of personnel, and financial capacity to perform.
Qualifications of Firm and Similar Relevant Experience/Project Approach: Relevant qualifications and experience include, but are not limited to, rehabilitation of historic properties. Examples of work completed on projects of similar type, size, function and complexity as the Project will be evaluated. The proposed project approach and capabilities of the firm to carry out the work will also be evaluated. (40%)
Quality of Work: Past performance on similar rehabilitation on historic properties, construction projects will be assessed in terms of timeliness, completing work within budget, quality of work, and other factors. References will be examined. (30%)
Qualifications of Personnel: The qualifications and experience of those personnel whom the contractor proposes to assign to the Project will be evaluated. (15%)
Financial Capacity to Perform: Financial information will be evaluated to ascertain the financial stability of the firm. (15%)
Bonds: A Bid Bond in the amount of 5% of the proposal will be required at the time of proposal submittal. (A Bid Bond is not needed during the qualification phase.) A Company check is not acceptable as a bid bond. A Payment (and/or) Performance Bond in the amount of 100% of the contract will be required after the award is made and before notice to proceed is given. All sureties of bonds for Newton County must be licensed to do business in the State of Georgia and must be listed on the Department of Treasury Federal Register.
Each applicant shall examine and thoroughly familiarize themselves with all existing conditions, including all laws, ordinances, rules and regulations that will affect the work prior to submitting an RFQ.

INVITATION FOR BIDS #11-01 FAIRVIEW COMMUNITY PARK
Sealed bids for furnishing all labor, material, equipment, and services necessary for the following work will be received at the Newton County Board of Commissioners, Administrative Services, located at 1124 Clark Street, Covington, Georgia 30014, no later than 10:00 AM, local time on Friday, August 13, 2010 at which time the bids shall be opened and read aloud.
This will be a federally assisted contract through the Neighborhood Stabilization Program, and compliance with all applicable Federal, State, and local laws, rules and regulations is required. The Contractor and Subcontractors on this project must comply with HUD contract provisions 24CFR part 85.36(i), the Davis-Bacon Act, Nondiscrimination, Equal Employment Opportunity, Affirmative Action, Section 3 requirements, Anti-Kickback Act, Federal Occupational Safety and Health Act and Department of Labor Standards and Regulations as set forth in the Contract Bid Documents. Bidders are required to attend in order to submit a bid.
Project Description: This project involves construction of a small passive park within the Fairview Estates Subdivision, including grading, erosion control, grassing, landscape planting, mulching, fencing, construction of a sidewalk, asphalt paving and striping.
Bonds: A 5% Bid Bond must be included with bid. The successful bidder shall be required to furnish Performance and Payment Bond in the amount of 100% of the contract amount after the award is made and prior to the issuance of the Notice to Proceed.
