In February 2007, the Newton County Board of Commissioners created a new county department called the Water Resources Department.
Karl Kelley, P. E., was appointed as Director of that Department in March.  Kelley served previously as Assistant County Engineer for Newton County.
The new Water Resources Department now has the responsibility of preparing and documenting the Georgia Environmental Protection Division's
